Fix the live font controller hide state so the footer font-size control does not keep showing after the font controller is hidden.
When the bottom-right font controller is hidden, hide the matching footer font-size control as well and leave only the small Font wake button for turning it back on.
Apply the same hidden-state CSS cleanup to the homepage font controller.

Remove the confusing Float toggle from the live font controller; Hide now hides the corner controller and leaves a small wake button.
Fix yearly/annual schedule filtering so once-a-year bills only show on their scheduled month, including legacy recurring_interval text values.
